DetailsReporting to the Director, Human Resources and Organizational Development, The Manager, Occupational Health and Safety Services is responsible and accountable for ensuring that the College has the necessary policies and programs in place to ensure compliance with the multiple pieces of relevant legislation in Ontario, conducts needs assessments and root cause analysis and designs and implements the appropriate interventions to ensure risk is mitigated, works as the key OHS management support for the College’s three Joint Occupational Health and Safety Committees, as Sheridan’s representative, leads inter-college initiatives and participates in College wide consortium activities. The Manager directs and oversees the work of the Health and Safety Specialist. The Manager is responsible for managing the College’s WSIB program, which includes active case management, timely accident investigations and analysis of workplace trends.
Specific duties include:
• Establishing and updating policies, procedures, practices, and preventative measures to ensure that the College's staff, students and contractors are aware of and contributing to the prevention of safety hazards and maintenance of a healthy and safe environment within all campus locations;
• Assisting the JOHSC at each campus and tracking their activities to ensure effective compliance with legislation;
• Providing consultation services to Operating Departments and Schools on equipment safety for staff;
• Researching best practices and emerging information relating to health and safety with regard to implementation of preventative measures;
• Conducting needs analysis and developing corresponding OHS programs, policies, procedures and guidelines;
• Developing, delivering, or arranging for OHS learning programs to ensure that all Sheridan personnel are aware of their responsibilities under the OHS legislation;
• Leading College programs regarding Bill 168 with respect to Violence in the Work Place to ensure compliance;
• Maintaining the requirements of the WHMIS program to comply with regulations including conducting training programs and on site audits;
• Responsible for effective, efficient claims/case management of WSIB claims;
• Accessing Claim file review with goal of mitigating lost time, duration of lost time, claim entitlement and cost recovery;
• Analyzing trends emerging from accident investigations, identifying the systemic issue/concerns, preparing recommendations to address and remove the systemic problem and working with the departmental manager to address the root cause;
• Providing advice and guidance to the Health & Safety Specialist in the development of employee programs and practices that promote health and safety at Sheridan College;
• As a member of the management group within the Human Resources department, the Manager, will participate in decisions which affect the members of the department as well as plan for its future directions and activities;
• Monitoring the health and safety expenditures of the College;
• Conducting program cost/benefit analysis and making recommendations for change where required;
• Representing the College with internal (Schools & Departments) and external representatives (MOL, MOE, ESAO, WHSC etc.);
• Other duties as assigned.
Qualifications
The position requires a 4 year University Degree in Health & Safety, or a related field (e.g. Sciences or Engineering), a Professional Designation as a Certified Registered Safety Professional (CRSP), along with at least seven years practical experience in the field of Occupational Health and Safety. Designation as a “Certified Industrial Hygienist” or “Canadian Registered Occupational Hygienist” is desirable. The successful candidate will have broad knowledge coupled with extensive practical hands on experience in the following areas relating to Health and Safety; safety plans, prevention protocol, occupational exposure, accident/incident investigation, occupational health principles and management programs, environmental health principles, and WSIB Claims Management principles.
Familiarity with applicable federal, provincial and municipal health and safety, WSIA, Environmental, and Fire Code legislation is required. Previous experience managing Health and Safety programs in a unionized environment is preferred. Effective problem solving, conflict resolution and facilitation skills are essential for success in the role. In addition, excellent written and verbal communication skills and strong interpersonal skills are required as is demonstrated experience working collaboratively with others.
